  • Canada to welcome over 411,000 immigrants this 2022

    Over the next 3 years, Canada will seek to welcome over 1.2 million new immigrants. 

    Each year, the federal department of Immigration, Refugees and Citizenship Canada (IRCC) releases a new Immigration Levels Plan which it uses to guide its operations.

    In 2021, IRCC will target the arrival of 401,000 immigrants. In 2022, this will rise to 411,000 new permanent residents (PRs). In 2023, Canada will aim to welcome an additional 421,000 immigrants. 

    What else can we expect?

    1. TEER System to Replace NOC Skill Levels: By fall 2022, IRCC and Employment and Social Development Canada (ESDC) will use the new Training, Education, Experience, and Responsibilities (TEER) system to classify occupations. All immigration applicants will need to pay attention to this change since it will affect the immigration and foreign worker eligibility of some individuals. IRCC and ESDC will provide guidance to stakeholders in advance of the changes taking effect.
    2. PGP 2022: IRCC has yet to provide information on the Parents and Grandparents Program (PGP) 2022. The main piece of information we have at this point is Canada will continue to look to admit 23,500 immigrants under the PGP in the coming year.
    3. Travel rules: Canada’s travel rules continue to evolve in response to the pandemic. A notable development to be aware of is that beginning on January 15, 2022, more travellers seeking entry to Canada will need to be fully vaccinated on arrival, including family members, international students above the age of 18, and temporary foreign workers.
    4. CRS: Canada took drastic measures to meet immigration targets for the year despite travel restrictions. Among these measures included dropping the CRS cut-off to 75 for certain Express Entry candidates and implementing a temporary permanent residence program for applicants in the country. To meet the record immigration targets in 2022, the Canadian government may need to decrease the CRS cut-off for Express Entry draws once again.
    5. Express Entry: Despite the challenges posed by the pandemic, it also paved the way for a more efficient immigration system. In the last quarter, IRCC has admitted more newcomers per month than ever seen in Canadian history. As the backlog clears, we should expect to see an all-program draw in 2022.
